I assume the rationale is that if we are given the toons at higher star levels, we will spend less to upgrade them. Personally I'm happy to have some toons sitting at 50 shards, and if it ever looks like I need them, then I've only got 280 shards to farm.
But yeah. Priority is profit, so giving us free stuff doesn't really help there.
