Menacing Presence/ Intimidating Power
Not sure of the best name. The core of the concept is intimidation, so I might like that in the name, but it just doesn't sound as good as Menacing Presence ... which is less accurate.
But here goes:
Vader
Menacing Presence (Unique):
Reduce the counter-attack chance of each enemy by 30%. If this would reduce the counter-attack chance of a character below zero, then after all other modifiers have been applied to that enemy's speed, reduce final speed by 1 point per 2% their counter-attack chance falls below zero. The speed of a Jedi character cannot be reduced through this effect. A character who normally possesses a counter-attack chance who is stunned or dazed has that chance reduced to zero. Even though this is only a temporary reduction in counter-chance, while this chance is zero that character will be affected by speed reduction.
Zeta: Abilities which grant turn meter bonuses to enemies provide only 1/2 the normal amount of TM gain. If Vader's squad outnumbers the opposing squad or if Vader's max Health+Protection exceeds the max Health+Protection of all active opponents, double the counter-attack chance reduction. Any enemy whose speed is reduced because of Menacing Presence suffers a reduction to offense (after all other modifiers have been applied) equal to 10 points for every 1 point of speed reduction.

Think of the end-scene of Rogue 1: Yes, some of the rebels got shots off, but so many were just scrambling to get out of the way...in a hallway with no doors. They're too busy being scared to focus on offense at all.
Now characters hesitate and even sometimes fail to attack because of the sheer menacing presence of Darth Vader: now that is a master of evil!
Note also: CLS is not a Jedi! Yes, Jedi training can strengthen your mind and create immunity to part of the effect, after all, Fear is the Dark Side: they train themselves to ignore their fear and live in the moment. But CLS is not a Jedi yet! And CLS health+Protection is less than that of a Vader with equivalent gear/level/mods. Which means that the doubling effect applies when they fight one-on-one!
