Why? It's a simple yes/no decision and then a button click. Failing to do so is a clear deception with the intention to manipulate players. It just seems really weak to say the rewards will be paid out after Conquest and then delay. If it's about 2 weeks later then they should say that instead of creating a false impression.
This is my guess, so take it with a grain of salt, but I think that the "one-click button broadcast rewards" simply does not exist. In the current state of the game, they have to add those rewards inside a game update, this means that they have to schedule a downtime, release code, restart services and other cumbersome activities. So, to see those rewards you have to wait the next game update.
