Similar here. Many were 50% of the way to g9 but I kept trying and after wiping multiple times with barely managing to kill the death troopers I 3* the final tier. They had an ad hoc collection of mods I had unused with 5 pips.
Maddening that rng can be that important to clearing an event but it's doable
