Restore the guaranteed drop rate from mod-pocalypse and just let us get the mods we need.
My experience is only mine, but I only farm mods sporadically...the rarity doesn't encourage me at all, but certainty of getting a mod would.
Then the need to shift declines...
We'd all like to see a better drop rate for mods, but I don't agree that it would make management easier.
As soon as you get a great new mod, you want to slot it on one of your better characters, and the mod you replace - still one of your better mods - gets handed down. This creates a ripple effect where many characters end up getting upgrades as mods are handed down.
The more mods we obtain, and the more characters we decide to kit out, the bigger this problem is going to get. For a long time I only modded my arena team and a handful of raid characters, simply because continually slotting and unslotting was unworkable - and it still is.
