As we all know mods are sooooooo diverse .... even 2 potency mods are not the same ... that's the issue i'm having ... i know crouchingrancor gives you options and etc.... but i was just looking for another app or site that could actually help with individual mod sets for players from the inventory i already have...

I doubt something like that exists for now .... but i might be wrong...

Don't overthink it, just equip.
For example: Having a toon modded just right with all the optimal mod sets, primaries and secondaries isn't going to help you vs that same toon with suboptimal mod sets, questionable primaries and plain bad secondaries but with 20 more speed.
Have you ever checked your enemies mods? Is there something else you look for besides speed?
Sure, when you put alot of effort in modding your characters they do perform slightly better, but in the grand scheme of things it doesn't really matter. There are only a few key stats you should take in consideration when modding specific characters, other than that i wouldn't worry about it too much.
