mother talzin legendary?

SW is a LOT more than the movies. While I wouldn't put Talzin next to Yoda, we already have BB-8 as legendary, who is great, but not legendary either imo. So at this point I think it's better to say that a Legendary Character is a character that requires a specific faction to unlock (no, CLS is still not a legendary, he never was)
