Is it possible they're doing this because their monthly financials are looking bad? When your company isn't doing well it's very common to try and nickel and dime your customers to make your balance sheet look a little better and show revenue growth.

Secondary thought:
This is a business and if the business doesn't do well they may decide that 70% margins aren't high enough to keep the doors open.
