It doesn't even take an overhaul of the mod system in place. Just add the ability to see mods already assigned and filter by primaries and secondaries. Easy.
Second step. Get rid of the "delete" option when reassigning mods. They're worth more if you don't delete them and sell them anyway, so what's even the point of not paying the reassignment fee of 4,700?
Lastly, I hate to break it to the masses, but getting the ability to create multiple "mod sets" for a single toon is probably never going to happen. With TB and TW, the backlash of not finishing a phase or losing on offense/defense because you inadvertently pulled "saved mods" from one toon onto a raid toon and forgot to switch them back would be overwhelming. There really is no simple way to create that sort of mechanism.
