Well past due at this time...problem is that they don’t seem to listen or care what we ask for...
That's funny, because they already mentioned it and spoke a little bit about its development in an interview not that long ago.

They stated the cost of mod movement was originally placed to make doing what you are describing cost prohibitive. They never intended for us to move mods the way we do. This was one of the issues that made the credit crunch an even bigger issue when mods came out.
What’s even more funny is the time between the player base asking for this and it happening........oh wait.....it hasn’t. I guess soon, or maybe August, or perhaps Dec 5th. Despite their intentions, mods need a management tool badly. They change things all the time despite their initial intentions, so why not here??
Would you have preferred they worked on mod movement before say the credit crunch?
Asking for something and it being a valid thing to add to the game are 2 different things. They are not going to invest resources into something that may not really be needed (nor should they).
Because it takes time to get the data, especially in a complex system like mods and as they stated in the interview things like this have a long cycle time to get through the "imagining" process. They need to make the UI intuitive and have helpful features and functions otherwise it's pointless. You come to many points where you say 'yes that's a good idea' but then have to ask, how would it look?, how will it be used?. I would rather them take a year to make it useful then make it and call it done and have it harder to use then swgoh.gg and moving them by hand now.
