Any new raid is going to be FAR more difficult than the new Challenge Rancor. The challenge rancor can be finished pretty easily by end-game guilds. The original Rancor and the HAAT raid were pretty challenging when they were first introduced. I remember it taking a year before our guild had the heroic tank raid on farm. So, no, a new raid won't be "weaker" than any current raid. The next raid is likely to involve ships anyway.
