And often members and officers think that they did nothing during the attack phase and penalize them or consider them up for being booted or replaced, when they actually did use attempts (just didn't win the battle or somebody sniped /cleaned up the remaining teams from their attempts).
Agree, this is a rough situation.
Not a solution. But a work around we use is to prohibit all zones and ask players to "disobey orders". It will give you a count of actions taken, but then robs you of that tool which is helpful in guiding the attack.
