She is one of the more iconic characters in the Prequels..not sure who else you would choose from that era to be a legendary.

Jedi Master Kenobi
Mace Windu
Darth Sidious
Fallen Anakin

Any of these 4 are much more important to the overall story and lore of Star Wars. Padme is a marquee release at best.

Windu and Sidious are already in the game...so are Anakin and Kenobi.

You can still make JMK and FA as legendary or hero's journey. Padme is not a "marquee" character.

Yes I’m fully aware they’re already in the game lol. You mentioned iconic toons. Any of those 4 are more iconic than Padme and deserved legendary status.
