I have a zeta ready to be used, but i don't know if i should zeta palpatine or zeta nightsisters. I have already put a zeta in talzin's leader ability, i was planning to zeta the rest of my nightsiste...

It depends entirely on if you have the right characters geared to run a Palpatine team.
Both are good against the right opponent. People have not really figured out the flaws of the Palpatine teams yet but there are definitely flaws.
Nightsisters works well against the right opponents but can be picked apart by anyone who cares to change their team.
