Because CG doesn't play the game, so they don't care how anything works or doesn't work. They add stuff that's useless to characters to get players to spend money on them. That's why every conquest character has three omicrons, so you'll put three omicrons on them. That's why every GL has 6 zetas, so you'll use 120 zeta pieces. And so on.
Quality or usefulness isn't a priority, only players burning resources and money.
I'm by no means disagreeing with this. That said, I'm hopeful that efforts to raise even these simpler failure points to them in their own forum might get them to fail a metric on their weekly ticket call, and so they might care about the issue.
Not holding my breath or anything.
