points for fleet wins in tw

Is it actually possible to still get the 24 points that the UI says is max points for a fleet win in TW? I seem to cap at 22. 15? For a win, 7 for all my ships surviving. Seems like the point cap d...

I had 5 ships out on at least one of my 22point wins, so i don't think it's that, unless you have to win without losing a ship or reinforcing?
