It has been stated they are not getting rid of racnor raid, so in my mind there is little reason they would have reward crossover.
This situation will force guild to still have to complete the racnor raid to get gear. This will keep ppl gaining HS shards. ( I also don't see them moving him and making it easier to get him....just doesn't seem likely.)
I completely agree and +1000 on the different reward base system. It's not that great that to get a better reward for your effort you have to push someone down to a lower reward.
