Actually, it's not that different. Different characters have different percentage health-based damage for their thermal detonators, but it doesn't say anywhere in game what that damage is for any one.
Jawa Engineer TDs do 28.5% Max Health damage, Dengar 20%, Zam and Greedo 30% and Mob Enforcer does a massive 40%.
