It is my understanding that the number of defense squads you can set on a territory is equal to the lowest number of active members between the two guilds, right? If that is correct, why in my TW are ...

It’s the lowest number of members divided by 2. So if you can only do 24 squads per territory it means one or both guilds has 47-48 members.
