Tell that to Poe when he can call an Phasma assist with his Taunt.

It isn't a bug because his taunt has a debuff. Which counts as an attack and yes I have seen him taunt and trigger Phasma's Leader skill.
Same goes for Old Ben's Mind Trick I use an Ackbar team.
