Refreshing to select matches in Arena and Ships - Why doesn't it want to give max jumps?

One thing that absolutely drives me crazy is the way that arena/ships match selection works. I know I am not the only one who has spent countless time refreshing the screen to try to get an optimal jump in the standings. Why, when the system will allow a set max jump, does it require so many refreshes to bring it up? I have spend upwards of 20 minutes constantly refreshing until the max jump pops up. Is there a reason that it is such a low percentage of showing max jumps? It is by far one of the biggest time wasters in the game. Would love to see it addressed somehow.
