Relic amplifier gear combines

Both the mk7 BAW armor mod and the mk3 sienar holo projector require that one of your heroes be at the required gear level to make the combine. There needs to be a way to make relic gear combines independent of any current hero gear levels.

It would also be really nice to be able to do mod upgrades without being in the character's mod area...such as in the mod selling screen.
