Resistance penetration vs protection question.

Hi. Can someone point me in the direction of an explainer as to why Resistance Penetration seems to completely ignore protection. I’m sure there are folks here the understand the nitty gritty mechanic...

Here is another battle with my Rey team, you can see Hero Poe with full protection and half health from an attack, and it happens a couple of other times to Finn, one from HYoda using an ability.
