So over the last 4 days I have refreshed the shipments in order to complete Shaak Ti as soon as possible. I used both 50 crystal refreshes all 4 days.... and in those 8 attempts she never appeared. I ...

I think there are at least 4 other characters in that slot, so you're looking at a 20% shot on any given refresh.
I've seen Sith Marauder, Assassin, and Trooper on this same tile. Really wish it was given its own dedicated tile, or put on one with a lower count.
