It is not that they choose not to, for the older shards saying in the top 500 is not as easy as it sounds. For players that were not as active and are now playing more, it is very difficult to progress. For a long time I did not understand how fleet worked and lacked participation in that area. My fleet power is only 335K and staying in the top 500 is a daily grind. I move roughly 150-200 spots up and down constantly.
