Should guilds allow the "top 3" rewards in raids be spread out?

I'm wondering what the general consensus is for this: should the same 3 players ALWAYS get the best raid rewards? If you're in a guild and you want to advance up the tiers, shouldn't that top 3 be all...

Top three isn't the best rewards. It has potential to be, but most of the raids I've been, it's been people between 20 and 30 who have gotten the best, I.e., fully crafted pieces
