Should guilds allow the "top 3" rewards in raids be spread out?

I'm wondering what the general consensus is for this: should the same 3 players ALWAYS get the best raid rewards? If you're in a guild and you want to advance up the tiers, shouldn't that top 3 be all...

I agree.... 17 raids now in the top 10 with 2 finishes in the top 3 and I've received one fully crafted piece of gear and it wasn't very helpful.

One of our other guys that finishes in 30's has received 2 fully crafted in the last 2 raids.
