The game is instanced. You're in a fleet and arena shard based on when you unlocked either. You're matched in TW and GA based on power. There is no catching up to do.
This is a collection game. There's more stuff to collect. That said, new content comes out more slowly than the ability to farm it, so your farm list will shrink over time.
