Sith Eternal Officer Kit Idea

Here is the kit idea for the Sith Eternal Officer. If you have any feedback, please comment.

Lore:
Spoiler
Sith Eternal Officers were members of the Sith Eternal who commanded the Xyston-class Star Destroyers of the Final Order fleet. During the Battle of Exegol, the Sith Eternal Officers commanded the fleet of Star Destroyers as they rose through Exegol’s atmosphere.

Unit Name: Sith Eternal Officer
Tags: Dark Side, Support (AGI), First Order, Sith
Description: Ambitious Sith Support that utilizes a variety of effects to defeat opponents.
Relic: Sith Eternal Officer's Cap

Basic: Calculated Shot (Omega):
Spoiler
Deal physical damage to target enemy. If they were above 50% Heath, reduce their Turn Meter by 25%, and inflict 2 Damage Over Time effects for 2 turns.

Special: Officer’s Order (Cooldown 3) (Omega):
Spoiler
Dispel all debuffs on target ally and call them to assist. If they were First Order or Sith, grant them 40% Turn Meter and Speed Up for 2 turns.

Special: Sith Eternal Firepower (Cooldown 3) (Omega):
Spoiler
Deal physical damage to all enemies and inflict Offense Down and Defense Down for 2 turns. Then, inflict Stagger for 2 turns on all enemies below 50% Health. First Order allies gain Advantage for 2 turns, and Sith allies gain Critical Chance Up for 2 turns.

Unique: Legacy of the Sith Eternal (Omega):
Spoiler
Sith Eternal Officer has +9% Potency for each Sith ally and each First Order ally. Whenever a Sith or First Order ally inflicts a debuff while Sith Eternal Officer is active, they recover 10% Health, and all Sith and First Order allies gain +5% Offense (stacking), until the end of their next turn.

I think the Stagger on the 2nd special is too powerful.

Okay, thank you for evaluating. I will fix that.

Looks good. Was the stagger Sebek mentioned on all enemies?

Yes, and thank you for evaluating. I can see how it could be too powerful.
  • Overall a good kit. Thou I d have a few problems with it.
But first Id actually like to contest Sebek's point. Stagger on all enemies by itself is not too powerful in my opinion (Qi'ra also has a Special that inflicts Stagger on all enemies on a 3 turn cooldown, it even dispels all buffs from all enemies as well, and deals more damage for each buffed enemy). The problem in this case is more that he inflicts stagger on all enemies, and also removes turn meter with his basic ability. But this can actually easily be balanced, since he only removes turn meter from enemies above 50% health, so we can do the opposite here. Something like: "Deal Physical damage to all enemies and inflict Offense/Defense Down for 2 turns. Then inflict Stagger on all enemies below 50% Health." That would work just fine.
A bigger problem for me personally are the buffs he grants: Advantage and Potency Up. First of all, his second special grants buffs for 3 turns...on a 3 turn cooldown. That's practically a permanent buff. This is especially a problem for Potency Up since this character already gains Potency form their unique ability. So that's stacking the same thing on top of the same thing. (It also doesn't help that the only other character that has both FO and Sith tags, Sith Trooper, doesn't have any debuffs and thus no use for Potency Up).
Second is that both of his specials Grant Advantage to First Order allies, which again is a bit pointless. Especially for the first special since you call them to assist, so you grant it only for them to immediately use it and lose it. I'd recommend replacing almost all the buffs (except the advantage for FO allies in the second special), and also making the ones in the second special last only 2 turns.
Other that that not really any problems with this one. It's pretty good overall.
