It all comes down to if something is WAI or not. His abilities are. This isn't a bug, it's simple dev over sight. This is the second raid they've had to do this now. They really need to do a better job making sure these things aren't possible in the first place.
Edit: actually probably the third raid cuz I doubt they were thinking about tm removal on rancor which is why they adjusted it on the tank. They're just not thinking about all possible aspects before release.
