I have DM'd others. I think I've also DM'd the person who hit me today, but not recently. Sometimes they refrain from hitting me for a few months, but then they're back at it again. That's why I put my PO times in my name. I get it that people can't remember everyone's PO. I think the answer is simple: don't attack until it's time for your climb to your payout, which is at MOST 3 hours before PO for people that fall really far overnight on active shards.
But if you have to practice or whatever, I think it's wrong, but okay, if you have to practice, the least you could do is respect the times of someone who puts their payout in their name.
