So, can somebody explain to me the LOGIC behind a tank dodging attacks?

So, can somebody explain to me the LOGIC behind a tank dodging my team's attacks? Seriously the amount of poor design decisions in this game is astounding!

if you can explain to me why a 5 man team would stand still in front of a gigantic tank, waiting to take a turn, i'll explain to you why the tank can dodge.

My OP was sarcasm if anyone still wonders. Obviously I know what it is for, but it makes no sense at all. Heroic Raids are tough as they are for 99% of this game's population without such ridiculuos exploits on the AI side.
