Speculation to unlock ROTJ Luke.
CLS... clearly is not ROTJ Luke that's shown on the game's splashscreen. So guys. I predict the following characters are needed to unlock ROTJ Luke. If Empire Darth Vader Emperor Stormtrooper...

So the flash event was Luke and Jawa and basically took place before the start of a A New Hope.
This part of his Hero's Journey took care of roughly 75% of A New Hope and more or less covered the amount of time that he was "Farmboy Luke".
After escaping from the Death Star, he was Rebel Luke... which is the version we now have of him. I would say that Luke became more of a Jedi than a Rebel after/just before returning to Dagobah.
Two things: We are following Luke on his journey, not trying to get in the way of it. I don't see it requiring us to farm anything other than his companions. It certainly would be bad flavor to have us hinder his journey with Empire, so I don't see that happening at all.
The next step of his journey will continue up to the point he becomes a Jedi, which happens BEFORE the Jabba scene in RotJ so it will almost certainly NOT include anyone from that story section onwards.
Those two pieces of logic taken into account say that leaves everyone from the Deathstar battle in a new hope and pretty much everyone in ESB that was on Luke's side:

Lobot
ROLO

It should be people from this list. I don't see it including anyone else that's currently (or slated to be) in game. Some characters that there are no known plans for that could be included would be another version of Chewie and C3P0. That makes up up to 10 characters that could be needed to farm outside of what is required for Commander Luke himself, but I really don't even see it as likely that it would include even one other toon besides those I listed.
