you don't "shock" the ability, you only shock the character, so he (and only he) is immune to buff and TM gains.

I just doubt the devs thought through this scenario...Idk that the actually had an intended way for this to work. If they did and this is what they wanted...I just have to say that it's dumb and doesn't make any sense. The tm grant should only work while the taunt is up.
