Stop paying until fleet is fixed

Whales and krakens and me, a dolphin paid good money for leviathan and the fleet around it. The current fleet situation is crazy because releasing a marquee rather than a new capital ship which ruined the previous years fleet rotations has messed it up for any ftp who cares about and engages with the game. 50-75% win rate is unacceptable in a strategy game and really tie dagger needs another buff.
