Tenacity Down vs Tenacity Up

Why is it that tenacity up guarantees a resistance from all debuffs, but tenacity down doesn't also guarantee that debuffs won't be resisted? I'm really tired of TFP applying tenacity down to someo...

I'm really tired of TFP applying tenacity down to someone like Baze, and then Emperor Palpatine's shock not applying despite also having 90% potency.

That would make heroic Pit raid even easier...
Rather Tenacity Up should leave 15% chance to debuff

Raid ruled are & can be different so that's not actually true... and rancor is pretty easy regardless
