But there is resist check after you applied tenacity down for all effects afterwards: that's what he was speaking about.
Moreover: previously tenacity down would get you minimum resistance chance (15%) so if you had tenacity up it would completely make useless both tenacity up AND any tenacity your character may have. Now it will only counter tenacity up. So this is actually a debuff to tenacity down, not a buff!
Probably they want to give some raid foe stuff like 180% tenacity and make it so tenacity down will only get their tenacity down to 80% rather than to 0%
No, previously if someone had tenacity up and down at the same time, tenacity up would win. I had tested this myself. Conduit also posted in the latest update megathread confirming the same thing.
