Tenacity up + debuff
Is it possible to land a debuff when tenacity up is up? I'm not talking about B2 but more like Vader. If so, how much potency would he need

Does this mean vader is useless unless you have palp lead? Even if you have zader you won't be able to land the dots, given the fact Vader is quite slow. How can Zader be of good use outside of the raid?
