Tenacity up + debuff

Is it possible to land a debuff when tenacity up is up? I'm not talking about B2 but more like Vader. If so, how much potency would he need

I've found that tenacity up makes a debuff nearly impossible to land, but tenacity down does not guarantee a debuff. Why is that?
