Tenacity up + debuff

Is it possible to land a debuff when tenacity up is up? I'm not talking about B2 but more like Vader. If so, how much potency would he need

During a battle, press and hold the green fist icon above a toon's head. It says something like "100% resistance to negative status effects". Whereas tenacity down says "-50% resistance to negative effects".
