Much like Offense Up/Down and Defense Up/Down are symmetrical, Tenacity Up/Down and Potency Up/Down should be symmetrical. This will make the game much more enjoyable (especially by new players who don't peruse this forum or reddit) since it'll be much more instinctually understood.
And this would widen the use of Tenacity mods (be them sets, primaries or secondaries).
