Tenacity up should mirror Potency up

I hope the devs will eventually consider making it at least possible to get some debuffs in, even if the odds are low.

The game would be a lot better.

Tenacity Down, the real opposite of tenacity up, can be applied thru tenacity down and render it nothing.
Need a character that has AoE tenacity down.

offense down and defense down seem to do the same to offense up and defense up
Dengar's AoE inflicts tenacity down as long as it can crit

They changed it for offense down and defense down some time ago, now they are both up at the same time, you can just only see one.

I'm not positive whether tenacity up and tenacity down still do. I saw a video of Maul (before his power of hatred got fixed) Dazing General Kenobi through tenacity up, and someone suggested that he actually had both still but only the up could be seen. So either those don't overwrite either, or man did that used to be bugged.
