The counter to tenacity up is not allowing the other team to have tenacity up. Baze, B2, and deathtrooper all have aoe dispel capability and are decent toons, while nihilis, sun fac, and first order stormtrooper are all decent characters that have a single target dispel on their basic. Find a way to fit them into your lineup so you can land debuffs, rather than just complain that the mechanics are broken (they're not, and tenacity up is a necessary counter to the crippling debuffs that exist)
