If they are going by average for participant it's crap. In that case you can get a top tier guild coordinating so they only have so many members participate to lower their GP. It's easy rewards since logic says those guilds are more balanced from toon 1 to say 50 compared to smaller GP guilds. More balance means the ability to equally distribute offence and defence teams.
Example being a 115 GP could limit it's participation to 40 members in order to get paired with a 75 GP opponent. Safe to say the overall quality of toons in the 115 GP guild teams is going to be far superior to those available in the 75 GP teams. Now look at the rewards for competing at 115 GP level vs 75 GP level. Rewards are virtually the same except for an increase of 275 guild tokens. Now tell me that's not worth shaving squads and pretty much guaranteeing a win.
Territory wars match ups should be based on overall GP. If guilds can't get their members to fully participate, that's on them. Full guild participation is, after all, what the spirit of territory war was supposed to be about, wasn't it?
