This is all just conjecture, so YMMV, but I'd feel safe in wagering that those arguing "I'd find a different guild if my guild benched me in TW just to dip into a lower bracket" are both
a) Active enough, powerful enough, effective enough, or established enough in their guild, so that they would have "paid their dues" and their guild would not do that to them, and
b) Unaware that many newer members or lower GP members would be willing to "take one for the team" to be on a world-class guild. You gotta admit, there's a few perks involved with being on an elite guild. Again, members gotta pay their dues. Guild loyalty to certain members is a thing.
Chances are, the "volunteers" that sit out aren't chosen at random. Sometimes, they may come forward on their own. But in all cases, they go "on vacation". So that *is* true... from a certain point of view.
