Yes I understand that NSZ works differently at low gear than at high gear. But the "strategy" that goes into that decision isnt any different than for example.. the strategy that goes into picking which characters to run! Shes basically 2 different possible characters, right? My point is that that "strategy" is already in the game plenty and NSZ 2 gear modes is not adding a significant amount of strategy.
And as to your point about how its makes the meta interesting I think is pretty meh, because most people seem to want a diverse meta BUT, low investment is irrelevant to how diverse a meta is. From what I've seen, people's favorite meta tends to be before CLS showed up. Why? Becuz you could run Zaul, Zader, Zinn, R1, ect.. But all of those teams had to run at similar gear levels to their competition! And required comparable amounts of investment. You can have a fun diverse meta if balance is good, not because investment is low.

The huge problem with what you're saying is that all those characters could sorta run at low stars, sure. But in the case of all of those characters besides Old Ben (which like I said, running weak old ben was never top meta and wasnt even popular for long) ran at g10-11-12, basically, had to run at the gear levels (and often mod level) of your opponent to be effective.
