Tenacity is trash because you have a minimum 15% chance to resist. Why would anyone bother to mod say 50% Tenacity that’ll be reduced to 15% when they can just mod a big fat 0% and still get 15%?
Once you remove that base, then sure, I’ll maybe mod some Tenacity so that there’s some chance to resist something. And people mostly mod at least some Potency so that it can be used in raids and so on. If you really want to Resist debuffs, just get Tenacity Up Buff. It’s practically Unlimited Tenacity or at least no amount of Potency Up or Potency mods can go through.
