Daka doesn't attack before a max geared Poe... The only people who act before Poe without buffs or leadership speed is Dooku, Leia and Sidious.. in that order.. Poe is tied with Gunray in terms of speed...
Qui-Gon will be faster if he is leading and his base leadership will only make Anakin faster... He needs a couple of levels of his leadership to make Aalya and Luminara faster than Poe
Tarkin as leader will make Veers fast enough to act before Poe, but the empire doesn't have many big single target hitters that fast
