I disagree with the premise of this post. The whales known by OP may be spending less, but the game is still raking in the cash from somewhere. I keep tabs on Think Gaming's freely available revenue estimates (https://thinkgaming.com/app-sales-data/68737/star-warstm-galaxy-of-heroes/), and while since the start of the year the general baseline is a little lower, there have been many more spikes, and at one point they were making US$500k/day (lasted for a few days). The free data is for iOS only, and Android users account for a larger percentage of revenue, so the actual number is more than double whatever the link shows.
I agree the premium characters have been lackluster since DN, but I think we are just seeing a shift from a year ago. Premium characters were 100% p2p only (Aurodium and Chromium), and now they are largely f2p (Marquee). I do not see this as an issue, and CG clearly doesn't either because they're still making lots of money.
