No, money is not the only solution.
1) The power number they made more arbitrary, in part, because it is used for Galactic Power calculation for Territory Battles, which is a mode you're probably not up to yet. You've hit the nail on the head that you've got to start learning to look at the team composition you'll be fighting and their gear levels, rather than the power number. The power number represents amount invested into a character. Zeta abilities and star levels greatly add on to this power number, so sometimes it's a good indication without having to look deeper at how many zeta abilities a team has, but don't take it as a gauge on whether you might be able to beat the team or not.
2) First, the Galactic War difficulty is somewhat based on the power of your top 5 characters. You are encouraged to level and gear a few teams concurrently, rather than just one, so that (a) Galactic War doesn't get too difficult and (b) you have multiple teams to use on the difficult nodes.
Also if you get a Resistance team and put a zeta ability on Finn's leadership, Galactic War becomes much more beatable, even at low gear levels.
3) Boba Fett is not too good. He was finally made decent, but is easily beatable. Execute (Boba) and Annihilate (Nihilus) are two abilities that can make him never bounce back. And his health is actually relatively low compared to some other characters, so you're actually getting about 1.25 characters worth of health from him (unless you zeta his unique, then possibly a bit more), not 2. Also, have you thought about using the characters you consider "too good"?
There is one guy on my arena shard that completely built a nightsister squad, 7*, gear 12 Talzin, Zombie, Spirit. Really whaled it up on that one. And I admit, I lost the first battle against him. The Plagues and resurrects, though I thought I was trying to prevent them, really stacked up. Next battle, I beat him easily. It's really a matter of having the right tools and knowing how (and in what order) to use them.
